Who We Are
A long-term organizing platform for California’s 66th Assembly District.
CSAD66 is a community-first organization built to connect organizations, candidates, campaigns, volunteers, and community leaders into one coordinated operation for competitive local elections.
We operate across California’s 66th Assembly District, including the Palos Verdes Peninsula cities, Redondo Beach, Hermosa Beach, Manhattan Beach, El Segundo, Torrance, Lomita, Gardena, and a portion of San Pedro.
Our mission is to rebuild local leadership, strengthen civic engagement, and restore meaningful political competition across the South Bay.
CSAD66 is not a short-term campaign effort. It is a long-term platform built to organize, connect, and compete in communities that deserve active leadership, real choices, and accountable representation.
The Challenge
Strong communities need strong competition.
California’s 66th Assembly District includes some of the most dynamic communities in Los Angeles County – coastal cities, established neighborhoods, working families, small businesses, schools, special districts, and local institutions that shape the broader South Bay.
But strong communities still need competitive elections.
Too often, local races lack the sustained organization, voter engagement, and campaign infrastructure needed to give voters a meaningful choice. When elections become predictable, participation declines. When participation declines, accountability weakens.
South Bay communities deserve more than political complacency. They deserve leaders who earn support, voters who are fully engaged, and elections where ideas, records, and results are tested openly.
CSAD66 was created to help rebuild that competitive environment.
We believe lasting political competition requires more than one candidate, one campaign, or one election cycle. It requires organization, coordination, volunteers, voter contact, candidate support, and long-term infrastructure.

By expanding voter participation, developing volunteer networks, supporting local candidates, and strengthening relationships between organizations, CSAD66 helps communities stay actively involved in shaping their representation.

How We Operate

CSAD66 serves as a connective hub across the South Bay.
Local clubs and organizations build relationships. Volunteers create voter contact. Candidates bring leadership. Campaigns organize support. Community leaders strengthen accountability.
CSAD66 helps bring those pieces together.
Our role is to connect organizations and individuals that often operate independently and help turn that energy into a coordinated South Bay operation.
Our approach centers on:
- Expanding voter contact through organized precinct-level outreach
- Increasing voter participation through registration and engagement programs
- Providing voters with clear, accessible information about candidates and public policy
- Supporting local campaigns with volunteer networks and coordinated field activity
- Strengthening relationships with Republican clubs, grassroots organizations & community partners
- Building operational capacity that can support competitive races year after year
Success is not measured only by a single election result. It is measured by the steady growth of civic participation, volunteer capacity, candidate recruitment, coalition strength, and competitive margins across the district.
Our Leadership
Grounded in grassroots experience and focused on long-term organization.
Steve Williams is the Chairman of CSAD66. His involvement in the Republican Party began at the grassroots level, working with local Republican clubs and engaging voters who had not heard a conservative message in years.
He attended his first Los Angeles County Republican Party (LAGOP) meeting in 2023 and has remained committed to strengthening the party’s presence in Los Angeles County ever since.
In 2024, Steve ran for Congress against Maxine Waters, advanced to the general election, earned 46% of his votes from non-Republicans, and increased Republican registration in the district by 12% during his campaign.
That race reinforced what it takes to compete in challenging districts: strong grassroots organization, disciplined messaging, consistent voter contact, and the ability to build a coalition.
Today, Steve serves on the 66th Assembly District Republican Central Committee, the LAGOP Executive Board, and as a delegate to the California Republican Party. He is also an author for the conservative political blog RedState.
Through his campaign and party service, Steve saw the need for a stronger local organizing platform – one focused on building infrastructure, supporting reform-minded leadership, expanding voter participation, and connecting people who are ready to work.
That is why he founded CSAD66: to rebuild local leadership, restore competitive elections, and strengthen accountability across the South Bay.
